Uvalde City releases records from 2022 shooting at Robb Elementary
City documents linked to the 2022 Robb Elementary School shooting were unveiled on Saturday after a two-year legal battle with a media coalition.
Over a dozen news outlets, such as The Texas Tribune, ABC News, and the Associated Press, initiated legal action in 2022 following repeated refusals of open records requests.
The disclosed records consist of footage from police body cameras, 911 calls, and other communications from Uvalde city officials and the police department regarding the school shooting and its immediate aftermath.
Just minutes after the shooting ceased, the perpetrator’s uncle dialed 911 and indicated he could potentially persuade the 18-year-old assailant to surrender, as per the released records.
“I believe he may heed my advice,” the individual, who identified himself as Armando Ramos, informed a 911 operator. “He tends to listen to me.”
During a brief hold by the dispatcher, Ramos can be overheard telling someone: “I believe he’s targeting children. He has taken the classroom hostage.”
Within the collection of materials disclosed by city officials, a 911 call recounts the initial moments of the shooting, with a man shouting to dispatcher operators: “Oh my God in the name of Jesus, he’s inside the school shooting at the children.”
The release comprises pleas for assistance from survivors, including fourth-grader Khloie Torres begging for help from inside the classrooms.
“Please come quickly, there are numerous deceased individuals,” Khloie stated. “Please, I fear for my life.”

ABC News previously received material linked to the shooting, investigating the chain of errors by law enforcement in the news program “Crisis of Command” that debuted last year on ABC News Prime and Hulu.
Uvalde police body cams were made public in July 2022, just two months after the incident, revealing confusion regarding the law enforcement hierarchy and a lack of coordination among officers to address the shooter.
The tragedy at Robb Elementary was one of the deadliest school shootings in the U.S., resulting in the deaths of nineteen children and two teachers on May 24, 2022. It took law enforcement 77 minutes to enter the classroom.
